About the programme
The Sindh Electronic Centralized College Admission Programme (SECCAP) is the official online application system managed by the College Education Department, Government of Sindh. It lets students who have passed Matriculation (SSC) — or an equivalent examination — apply for first-year (11th class / HSC Part-I) admission in government colleges across Sindh through a single form.
Instead of applying to many colleges separately, you submit one application, rank your preferred colleges, and the system prepares merit lists based on your marks, your preference order and seat availability. This centralized approach saves time, reduces errors and ensures a fair, transparent, merit-based admission for every student in Sindh.
You can apply using your 9th-class marksheet without waiting for your Matric result — securing a provisional place — and then track your application, view merit lists and download your allotment right here on the portal.

The process
Five steps from registration to a confirmed admission — the system carries your application from one college choice to the next.
Your CNIC or B-Form plus your 9th class and matric enrollment numbers. An existing Sindh government-college record is linked automatically.
Board, group and your 9th + matric marks — this is what your merit score is calculated from. You cannot apply until it is complete.
Choose up to five colleges in order of preference. One application per cycle; the order decides which college considers you first.
Your first choice sees you on its merit list. If it finishes admissions without selecting you, you move automatically to your next choice.
Your dashboard shows exactly where you stand — under review, moved on, admitted with a roll number, or referred to the Directorate.

How admissions run
Always apply in Phase 1 for the widest choice of colleges — later phases open only if seats remain.
The primary application window, when most seats are filled. The merit list is released after the last date. Every student should apply in Phase 1 to maximise their chances of a preferred college.
For students not admitted in Phase 1, or allotted no college. Covers remaining vacant seats and is only announced if unfilled seats remain after Phase 1.
The last chance, opened only if colleges still have empty seats. The deadline typically falls in August. Students apply for the remaining seats in this phase.
